Daniel C. Horn focuses his practice on complex insurance defense and civil litigation, representing insurance carriers and their insureds in matters ranging from pre-suit evaluation through jury verdict. Daniel has served as first-chair trial counsel in multiple first-party and third-party cases and has taken multiple cases to verdict in personal injury, wrongful death, and other civil litigation matters.
Daniel's experience spans the full litigation lifecycle, including early exposure analysis, pleadings and dispositive motion practice, written discovery, depositions of fact and expert witnesses, expert witness development, mediation, arbitration, hearing practice, jury trial, and post-trial motions. Daniel has litigated a broad range of matters involving first- and third-party coverage disputes, catastrophic injuries, industrial accidents, automobile liability, premises liability, medical malpractice and healthcare litigation, and other complex liability matters.
Daniel’s background also includes substantial public service work. Before beginning his legal career, he served as a combat medic in Iraq in support of the Global War on Terrorism. During law school, he interned with the Office of the Chief Counsel at NASA’s John F. Kennedy Space Center. He later served as an Assistant State Attorney in Florida’s Ninth Judicial Circuit, where he worked in the misdemeanor, felony, and juvenile divisions and developed the courtroom and trial foundation that informs his practice today.

Attorney Modican has handled every stage of the litigation lifecycle on behalf of commercial carriers, including file intake and early exposure analysis, written discovery, depositions of plaintiffs, treating physicians, and expert witnesses, motion practice, mediation and settlement conference representation, hearing practice before circuit and county court judges, and trial support. Her first-hand litigation experience includes Personal Injury Protection (PIP), Bodily Injury (BI), Uninsured Motorist (UM/UIM), first-party property, and coverage dispute matters, and she has developed particular expertise in managing high-volume carrier portfolios with a focus on efficiency, early resolution, and minimizing litigation costs.
A key pillar of Attorney Reid Modican's practice is pre-litigation strategy for commercial insurance carriers. She advises carriers on claims handling best practices from first notice of loss through demand stage, providing coverage analysis, reserve recommendations, and resolution strategies designed to eliminate or minimize litigation risk before a suit is filed. Her pre-litigation practice encompasses early case evaluation and strategy, client counseling, demand letter preparation, investigation and discovery, settlement negotiation across multi-claimant files, and the development of carrier-specific protocols for managing PIP, BI, UM, and first-party property claims portfolios.
Attorney Reid Modican is at the forefront of Florida's interpleader framework, representing commercial carriers in interpleader proceedings to resolve competing claims efficiently and protect carriers from excess and bad faith exposure. Her deep familiarity with Florida's bad faith statutes allows her to counsel carriers proactively on claims file documentation, reservation of rights correspondence, and compliance with the good-faith claims handling standards Florida courts apply when evaluating carrier conduct. When bad faith claims arise, she defends them aggressively, leveraging her thorough understanding of the underlying liability exposure, claims history, and statutory framework to protect carriers at every stage.
She earned her Bachelor’s Degree in Communications, with a minor in Pre-Law, from the Florida Institute of Technology, where she competed in Track and Field on a full athletic scholarship. While in law school at Florida Agricultural and Mechanical University College of Law, she was active in the Women’s Law Caucus, Black Law Students Association, and Caribbean Law Students Association, experiences that reflect the discipline, leadership, and perspective she brings to her practice.
